Join tonnes of clubs would be my advice. Generally, you don't have to pay until you've had a couple of try-outs of whatever-it-is and it's a great way to meet people. Also, make an effort the first few days to get to know people in Halls, even if it's overwhelming. My experience was that it's the people I met in the first few days that I became really good friends with.
