I don't understand the POTC4 thing. Putting Elizabeth Swann in it would have been hard, but Will could have easily had a cameo. Even if he wasn't in it a lot. Though he's married and having a kid, maybe he wants to concentrate on that. Advantage of being ridiculously wealthy I guess. You don't have to work constantly.
